Directive on the conservation of natural habitats and of wild fauna and flora. It plays a role in all maritime activities including renewable energy and for the assessment and permission for construction of corridors for laying power cables across a protected area.

Directive on the minimum requirements for improving the safety and heath protection of workers in the mineral-extracting industries through drilling. Parts A and C of the Annex refers to minimum requirements applicable to the off-shore sector.

Directive on the conditions for granting and using authorizations for the prospection, exploration and production of hydrocarbon. Refers to the United Nations Convention on the Law of the Sea.

Regulation on the implementation of the International Safety Management Code within the Community. Refers to the International Safety Management Code and repeals Council Regulation (EC) No 3051/95. This regulation aims to improve safety on board of ships (including offshore drilling vessels) and prevent pollution.

Establishes a framework for community action in the field of marine environmental policy. The EU Marine Strategy Framework Directive (MSFD) was put in place to protect the marine ecosystem and biodiversity upon which our health and marine-related economic and social activities depend.

Directive on the promotion of the use of energy from renewable sources. Repealed Directives 2001/77/C and 2003/30/EC. Partially refers to marine renewable energies.

Directive on the conservation of wild birds (Birds Directive). It has indirect effects on the production of energy at sea.

Concerns the notification to the Commission of investments projects in energy infrastructure within the European Union and repeals Regulation (EC) No 736/96.

On industrial emissions (integrated pollution prevention and control). Refers to some extent to oil and gas offshore platforms.

On the assessment of the effects of certain public and private projects on the environment. Applies to a wide range of defined public and private projects. It codifies the initial directive (EIA Directive 85/337/EEC)

Regulation on guidelines for trans-European energy infrastructure. Repeals Decision No 1364/2006/EC and amends Regulations (EC) No 713/2009, (EC) No 714/2009 and (EC) No 715/2009. Annex I refers tot the Northern Seas offshore grid (NSOG).

Amends Regulation (EU) No 347/2013 on guidelines for trans-European energy infrastructure as regards the Union list of projects of common interest.

Directive on safety of offshore oil and gas operations. This Directive establishes minimum requirements for preventing major accidents in offshore oil and gas operations and limiting the consequences of such accidents.

Amends Directive 2011/92/EU on the assessment of the effects of certain public and private projects on the environment

Establishes a framework for maritime spatial planning within the EU. This Directive establishes a framework for maritime spatial planning aimed at promoting the sustainable growth of maritime economies, the sustainable development of marine areas and the sustainable use of marine resources.

Determines a common format for sharing of information on major hazard indicators by the operators and owners of offshore oil and gas installations and a common format for the publication of the information on major hazard indicators by the Member States

Commission Regulation establishing a network code on requirements for grid connection of generators. "This Regulation establishes a network code which lays down the requirements for grid connection of power-generating facilities, namely synchronous power-generating modules, power park modules and offshore power park modules, to the interconnected system. It, therefore, helps to ensure fair conditions of competition in the internal electricity market, to ensure system security and the integration of renewable electricity sources, and to facilitate Union-wide trade in electricity" (Art. 1)

Refers to the free software licensing (European Union Public License) of SyRIO - System of Reporting the Incidents in Offshore Oil and Gas Operations.

Amends Directive 2008/56/EC as regards the indicative lists of elements to be taken into account for the preparation of marine strategies. This includes, offshore extraction (oil, gas, minerals) and offshore renewable energy production.

Establishes best available techniques (BAT) conclusions, under Directive 2010/75/EU of the European Parliament and of the Council, for large combustion plants including offshore platforms.

Directive on the promotion of the use of energy from renewable sources. Includes marine renewable energies.

Regulation on the internal market for electricity. (18) and (66) are particularly relevant regarding offshore renewable energy platforms, infrastructure and interconnectors.

On the Union renewable energy financing mechanism. "This Regulation sets out provisions necessary for the implementation and functioning of the Union renewable energy financing mechanism (the ‘mechanism’)"(Art.1).

State Ordinance mining regulations on deep drilling, deep memory, and the extraction of mineral resources by drilling in the land of Schleswig-Holstein.

Hamburg Wadden Sea National Park. It forbids "mining mineral resources or soil components or blasting or drilling".

Law for the Protection of the Schleswig-Holstein Wadden Sea. It forbids to build and operate wind turbines within the National Park. Is permitted in certain areas, "oil drilling and production exclusively from the approved drilling and production island Mittelplate A in consultation with the authority responsible for the National Park". As far as coastal protection requires, sheep grazing and the removal of clay and sand remain permitted.

Mining Ordinance for Electrical Systems. Applies to submarine electrical cables.

Law regarding the Wadden Sea National Park in Lower-Saxony. It is the most important basis for the protection Wadden Sea in Lower Saxony. It regulates cable laying activities within the National Park.

State treaty between the Free and Hanseatic City of Hamburg and the states of Lower Saxony and Schleswig-Holstein on the regulation of the jurisdiction of the coastal waters and the Elbe estuary.

Law for the Protection of Nature. Refers to offshore installations

State Planning Act. Applies in the territorial sea. Refers to wind energy installations.

Mining Ordinance for deep drilling, underground storage and for the extraction of mineral resources by drilling in the Free and Hanseatic City of Hamburg.

Law on Energy transition and Climate Protection. Aims to develop renewable energies on its territory (onshore and offshore).

Lower Saxony Regional Planning Act (NROG). It covers the coastal area and activities developed in this area.

Ordinance on the State Spatial Planning Program Lower Saxony. Annex 5 refers to the connection of the systems for the use of wind energy at sea.

Hamburg Climate Protection Act. The law sets the goals to meet for a climate neutral federal state.

Its goal was to to protect the submarine telegraph cables which started to be laid in the XIX century. Most of the convention is now covered by the United Nations Convention on the Law of the Sea.

The Annex I is specifically relevant as it defines regulations for the prevention of pollution by oil. These cover the transport by ship but also the extraction of oil on floating production, storage and offloading facilities (FPSOs) used for the offshore production and storage of oil, and floating storage units (FSUs)

UN Convention on the Law of the Sea. Defines the rights for the coastal State to extract fossil energies and minerals from the seabed and to install artificial islands. In the inner waters and the territorial sea, the coastal State is sovereign in this matter. In the EEZ and on its continental shelf, it has sovereign rights.
