Sets of uniform international rules aimed at ensuring the prompt and effective removal of wrecks located beyond the territorial sea. Provides a legal basis for coastal States to remove or have removed from their coastlines, wrecks which pose a hazard to safety of navigation or to the marine and coastal environments, or both. The treaty also covers any prevention, mitigation or elimination or hazards created by any object lost at sea from a ship (e.g. containers). Articles in the Convention cover: reporting and locating ships and wrecks, criteria for determining the hazard posed by wrecks (including environmental criteria), measures to facilitate the removal of wrecks, liability of the owner for the costs of locating, marking and removing ships and wrecks ; and
settlement of disputes.

Relevant amendments to SOLAS Chapter XI-1 were adopted, to make parts I and II of the Code mandatory. Part III of the Code contains related guidance and explanatory material.
The new regulations, entered into force on 1 January 2010 and expand on SOLAS regulation I/21, which only required Administrations to undertake to conduct an investigation of any casualty occurring to any of its ships "when it judges that such an investigation may assist in determining what changes in the present regulations might be desirable". The Code now requires a marine safety investigation to be conducted into every "very serious marine casualty", defined as a marine casualty involving the total loss of the ship or a death or severe damage to the environment.
The Code also recommends an investigation into other marine casualties and incidents, by the flag State of a ship involved, if it is considered likely that it would provide information that could be used to prevent future accidents.
